(a) Governments should take steps to ensure that their law enforcement agencies are aware of ongoing developments in cybertechnology and are adequately prepared technically and professionally to respond swiftly to attempts by drug traffickers to utilize those new developments to frustrate investigations;
(أ) ينبغي للحكومات أن تتخذ خطوات من أجل ضمان إدراك أجهزتها المعنية بإنفاذ القانون للتطورات الجارية في التكنولوجيا السيبرانية وتهيؤ تلك الأجهزة على نحو واف تقنيا ومهنيا للتصدي بسرعة لمحاولات المتجرين بالمخدرات لاستعمال تلك التطورات الجديدة لعرقلة التحريات؛

13. Governments should take steps to ensure that their law enforcement agencies are aware of ongoing developments in cybertechnology and are adequately prepared technically and professionally to respond swiftly to attempts by drug traffickers to utilize those new developments to frustrate investigations.
13- ينبغي للحكومات أن تتخذ خطوات من أجل ضمان إدراك أجهزتها المعنية بإنفاذ القانون للتطورات الجارية في التكنولوجيا السيبرانية وتهيّؤ تلك الأجهزة على نحو واف تقنيا ومهنيا للتصدي بسرعة لمحاولات المتجرين بالمخدرات استعمال تلك التطورات الجديدة في عرقلة التحريات.

(ب) ينبغي للحكومات أن تتخذ خطوات لتقديم مزيد من المساعدة، المالية والتقنية على السواء، بغية توفير خدمات العلاج وإعادة التأهيل لمتعاطي المخدرات أو مدمنيها؛

(c) Governments should take steps to ensure that staff in their public health services and national drug analysis laboratories are familiar with the range of new psychoactive substances on their local markets in order to enable them to correctly identify such substances and respond appropriately.
(ج) ينبغي للحكومات أن تتخذ خطوات لضمان إلمام موظفي دوائر الصحة العمومية ومختبرات تحليل المخدِّرات الوطنية بمختلف أنواع المؤثِّرات النفسانية الجديدة الموجودة في أسواقها المحلية من أجل تمكينهم من التعرف عليها بصورة صحيحة والتعامل معها على الوجه المناسب.

(b) Governments should take steps to further strengthen mechanisms for the timely identification, collection and exchange of information on non-scheduled substances, including derivatives specifically designed to circumvent existing controls, especially by making use of the updated limited international special surveillance list of non-scheduled substances;

(a) Governments should take steps to ensure that information needed to respond quickly to requests for controlled deliveries, such as agency contact details and minimum legal and procedural requirements, is readily available to other competent national authorities who require support in undertaking joint operations;
(أ) ينبغي للحكومات أن تتخذ خطوات لضمان أن تكون المعلومات اللازمة للرد بسرعة على الطلبات المتعلقة بعمليات التسليم المراقب، مثل بيانات الاتصال الخاصة بالأجهزة، والمتطلبات القانونية والإجرائية الدنيا متاحة بيسر لسائر السلطات الوطنية المختصة التي تحتاج إلى دعمها في القيام بعمليات مشتركة؛

(a) Governments should take steps to ensure that information needed to respond quickly to requests for controlled deliveries, such as agency contact details and minimum legal and procedural requirements, is readily available to other competent national authorities who require support in undertaking such joint operations;
(أ) ينبغي للحكومات أن تتخذ خطوات لضمان أن تكون المعلومات اللازمة للرد بسرعة على الطلبات المتعلقة بعمليات التسليم المراقب، مثل بيانات الاتصال الخاصة بالأجهزة، والمتطلبات القانونية والإجرائية الدنيا متاحة بيسر لسائر السلطات الوطنية المختصة التي تحتاج إلى دعمها في القيام بعمليات مشتركة؛
