50. The last sentence of paragraph 2 allows a Contracting State to exclude the expanded application of the Convention.

The term " information gathering measures " means laws and administrative or judicial procedures that enable a Contracting State to obtain and provide the requested information.
ويُقصد بعبارة " تدابير جمع المعلومات " القوانين والإجراءات الإدارية أو القضائية التي تمكِّن الدولة المتعاقدة من الحصول على المعلومات المطلوبة وتوفيرها.

The obligation contained in the preceding sentence is subject to the limitations of paragraph 3 but in no case shall such limitations be construed to permit a Contracting State to decline to supply information solely because it has no domestic interest in such information.

ويُقصَد بعبارة " تدابير جمع المعلومات " القوانين والإجراءات الإدارية أو القضائية التي تمكّن الدولة المتعاقدة من الحصول على المعلومات المطلوبة وتقديمها.

In his view, the draft guideline should be reworded so as to indicate clearly that it was not only the silence of contracting States or contracting organizations that rendered the reservation permissible, but that it was also necessary for a Contracting State to have previously requested the depositary to inform the other contracting States or contracting organizations that it considered the reservation to be impermissible.
