a procuring entity may issue a request for expressions of interest (RFI) as part of the planning process before initiating a procurement under this Law.

2- يجوز للجهة المشترية أن تستخدم المناقصة الإلكترونية باعتبارها مرحلة تسبق إرساء عقد الاشتراء في طريقة من طرائق الاشتراء حسبما يكون مناسباً وفقاً لأحكام هذا القانون.

(c) Other than in a case to which subparagraph (a) of this paragraph applies, a procuring entity may not disqualify a supplier or contractor on the ground that information submitted concerning the qualifications of the supplier or contractor was inaccurate or incomplete in a non-material respect.
)ج( وفيما عدا الحالة المنصوص عليها في الفقرة الفرعية )أ( من هذه الفقرة، لا يجوز للجهة المشترية حرمان مورد أو مقاول من التأهيل على أساس أن المعلومات المقدمة بخصوص مؤهلات المورد أو المقاول مشوبة بعدم الدقة أو النقص من جوانب غير أساسية.

(2) In the procurement of goods and construction, a procuring entity may use a method of procurement other than tendering proceedings only pursuant to article 19, 20, 21 or 22.
)٢( في اشتراء السلع أو الانشاءات، لا يجوز للجهة المشترية أن تستخدم اسلوب اشتراء غير اجراءات المناقصة إلا حسبما تقضي المادة ١٩ أو ٢٠ أو ٢١ أو ٢٢.

(1) (Subject to approval by ... (the enacting State designates an organ to issue the approval),) a procuring entity may engage in single-source procurement in accordance with article 51 when:

(3) In the procurement of services, a procuring entity shall use the procedures set forth in chapter IV bis, unless the procuring entity determines that:

a procuring entity shall impose no criterion, requirement or procedure with respect to the qualifications of suppliers or contractors other than those provided for in this Law.
ولا تفرض الجهةُ المشترية أيَّ معيار أو اشتراط أو إجراء آخر يتعلق بمؤهّلات الموَرِّدين أو المقاولين غير ما هو منصوص عليه في هذا القانون.

1. Except as otherwise provided for in articles 29 to 31 of this Law, a procuring entity shall conduct procurement by means of open tendering.
