II. Use and application of the United Nations standards and norms in crime prevention and criminal justice
ثانيا- استخدام وتطبيق معايير الأمم المتحدة وقواعدها

Objective: To promote effective responses to crime and drugs by facilitating the implementation of relevant international legal instruments and to promote fair and humane criminal justice systems through the use and application of the United Nations standards and norms in crime prevention and criminal justice.
الهدف: ترويج تدابير فعالة للتصدي للجريمة والمخدرات بتيسير تنفيذ الصكوك القانونية الدولية ذات الصلة وترويج نظم عدالة جنائية منصفة وإنسانية من خلال استخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية.

UNODC has continued promoting the use and application of the United Nations standards and norms in crime prevention and criminal justice by providing advisory services to States, by preparing publications such as the Compendium of United Nations Standards and Norms in Crime Prevention and Criminal Justice and by developing new legal tools.

ثانيا- عمل مكتب الأمم المتحدة المعني بالمخدرات والجريمة لدعم استخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة وإصلاح العدالة الجنائية: عرض عام

(a) Continuing to accord high priority to the formulation and application of the United Nations standards and norms in crime prevention and criminal justice;
(أ) أن تواصل منح أولوية قصوى لصوغ وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية؛

5. The Syrian Arab Republic reported that in the area of the use and application of the United Nations standards and norms in crime prevention and criminal justice, its criminal code of 1949 had been amended several times to keep abreast of international developments relating to combating crime.
5 - وأبلغت الجمهورية العربية السورية العربية أنه فيما يتعلق باستخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية، عُدِّل قانونها الجنائي لعام 1949 عدة مرات لكي يجاري التطورات الدولية ذات الصلة بمكافحة الجريمة.

In its report on the eighth session, the Commission stated that " the system for gathering information on the use and application of the United Nations standards and norms in crime prevention and criminal justice was considered a useful tool for benchmarking in order to identify the degree to which States applied those standards and norms.
وفي تقريرها عن الدورة الثامنة، ذكرت اللجنة أنه " رئي أن النظام الخاص بجمع المعلومات عن استخدام وتطبيق معايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية يمثل أداة مفيدة لإعداد معلومات الأساس من أجل استبانة درجة تطبيق الدول لتلك المعايير والقواعد.

9. Requests the Secretary-General to report to the Commission on Crime Prevention and Criminal Justice at its fifteenth session on the use and application of the United Nations standards and norms referred to in paragraph 5 above, in particular as regards:
9 - يطلب إلى الأمين العام أن يقدم إلى لجنة منع الجريمة والعدالة الجنائية في دورتها الخامسة عشرة تقريرا عن استخدام وتطبيق معايير الأمم المتحدة وقواعدها المشار إليها في الفقرة 5 أعلاه، وبصفة خاصة فيما يتعلق بما يلي:

(m) Member States should be encouraged to consider the establishment or designation of a national body or focal point responsible for the use and application of the United Nations standards and norms related primarily to victim issues;
(م) ينبغي تشجيع الدول على النظر في إنشاء أو تعيين هيئات أو مراكز تنسيق وطنية تكون مسؤولة عن استخدام وتطبيق معايير الأمم المتحدة وقواعدها المتعلقة أساسا بمسائل الضحايا؛
