States members of the Subcommission are urged to take immediate steps to ensure that the substances listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 are placed under the control of their regulatory authorities.

Governments had continued strengthening legal and regulatory frameworks on precursor control and placing under national control substances listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, which already enjoyed almost universal adherence.

22. Governments should ensure that national legislation effectively regulates the control of precursor chemicals, including their sale, import and export, as listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.
22- ينبغي أن تعمل الحكومات على سن تشريعات وطنية تنظم بشكل فعّال الرقابةَ المفروضة على الكيمياويات السليفة الواردة في الجدولين الأول والثاني من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدّرات والمؤثّرات العقلية لسنة 1988،() بما في ذلك بيعها واستيرادها.

4. The following recommendations were made with regard to identifying and maintaining effective control over the essential precursors scheduled in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988:

(a) Governments should ensure that national legislation effectively regulates the control of precursor chemicals, including their sale, import and export, as listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988;

Challenges to law enforcement in precursor control -- Status of national controls and enforcement procedures for the substances scheduled in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988; national contributions to international cooperation in that area; and recent trends in the diversion of precursors used in the manufacture of amphetamine-type stimulants

Participants spoke of the need to maintain effective control over the precursor chemicals in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, because organized criminal groups were diverting " pre-precursors " and non-scheduled substances not under international control to produce new psychoactive substances and other amphetamine-type substances.

41. It was recommended that in order to curb the illicit manufacture of ATS, in particular in those regions identified as being at risk to clandestine production, Governments are urged to take immediate steps to ensure that the substances listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 are placed under the control of their regulatory authorities.

The Sixteenth Meeting of HONLEA, Africa, recommended that Governments should ensure that national legislation effectively regulates the control of precursor chemicals, including their sale, import and export, as listed in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.

15- من أجل كبح صنع المنشطات الأمفيتامينية غير المشروع، وخصوصا في المناطق التي استُبينت بصفتها معرّضة لخطر الانتاج السرّي، تُدعى الحكومات بإلحاح إلى اتخاذ تدابير فورية لضمان وضع الكيماويات المدرجة في الجدولين الأول والثاني من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثرات العقلية لعام 1988،(1) رهن الرقابة من جانب سلطاتها الرقابية.
