One of the measures that individual States could take to enhance respect for international law would be to recognize in their national legal systems the principle of the primacy of international law over national law and the obligation of all organs of the State to ensure, within the limits of their competence, that national law was consistent with the obligations of States under international law.

IV. CONCLUSIONS 32. I recall in the report above the importance of placing human rights at the core of international cooperation in counter-terrorism and the obligation of all States to ensure that measures taken to combat terrorism comply with their obligations under international human rights law, in particular the right to recognition before the law, due process, and non-refoulement.
32- أُذكِّر في التقرير الوارد أعلاه أهمية إدراج حقوق الإنسان في صُلب التعاون الدولي في مجال مكافحة الإرهاب والتزام جميع الدول بضمان تقيد التدابير التي تتخذها لمكافحة الإرهاب بالتزاماتها بموجب القانون الدولي لحقوق الإنسان، وبخاصة حق الشخص في الاعتراف بشخصيته القانونية، ومراعاة أصول المحاكمة العادلة، وعدم الإعادة القسرية.

I recall again the importance of placing human rights at the core of international cooperation in counter-terrorism and the obligation of all States to ensure that measures taken to combat crimes of terrorism comply with their obligations under international human rights law, in particular the right to recognition as a person before the law, due process, and non-refoulement.
57- أُذكِّر مجدَّداً بأهمية إدراج حقوق الإنسان في صُلب التعاون الدولي في مجال مكافحة الإرهاب والتزام جميع الدول بضمان تقيُّد ما تتخذه من تدابير لمكافحة الإرهاب بالتزاماتها بموجب القانون الدولي لحقوق الإنسان، ولا سيما حق الشخص في الاعتراف بشخصيته أمام القانون، ومراعاة الأصول القانونية الواجبة، ومبدأ عدم الإعادة القسرية.
