٢ - وينبغي أن تساهم الدول ذات القدرات الفضائية الهامة والتي لديها برامج من أجل استكشاف الفضاء الخارجي واستخدامه في تشجيع وتعزيز التعاون الدولي في مجال علوم وتكنولوجيا الفضاء الخارجي وتطبيقاتهما.

1. International cooperation in the exploration and utilization of outer space should be for peaceful purposes.
١ - ينبغي أن يكون التعاون الدولي في استكشاف الفضاء الخارجي واستخدامه لﻷغراض السلمية.

3. In order to give concrete meaning to these Principles regarding International Cooperation in the Exploration and utilization of outer space for Peaceful Purposes, States should concentrate their efforts in the following areas:
٣ - وينبغي أن تقوم الدول، من أجل إعطاء هذه المبادئ المتعلقة بالتعاون الدولي في مجال استكشاف الفضاء الخارجي واستخدامه في اﻷغراض السلمية معنى ملموسا بتركيز جهودها على المجالات التالية:

Consideration of the legal aspects related to the application of the principle that the exploration and utilization of outer space should be carried out for the benefit and in the interests of all States, taking into particular account the needs of developing countries

3. States should promote the exchange of material and equipment for, and the transfer of technology on, the exploration and utilization of outer space within just and equitable parameters of price and payment.
٣ - وينبغي أن تقوم الدول بتعزيز تبادل المواد والمعدات اللازمة لاستكشاف واستخدام الفضاء الخارجي ونقل التكنولوجيا المتعلقة بهما في إطار بارامترات عادلة ومنصفة لﻷسعار والسداد.

The resources that were being so senselessly squandered could be used to provide assistance to the developing countries, many of which were plagued by hunger and poverty, or to give effect to the legitimate wish that the exploration and utilization of outer space be carried out for the benefit of all States.
فالموارد التي تبذﱠر بهذا الشكل البعيد جدا عن المنطق يمكن استخدامها لتقديم المساعدة إلى البلدان النامية التي يرزح الكثير منها تحت غائلة الجوع والبؤس، أو لتحقيق التطلع المشروع إلى تسخير استكشاف واستخدام الفضاء الخارجي لخدمة جميع الدول.
