It was stated that there was a growing need for clear rules limiting the nature of the discretion with which States interpreted and complied with certain obligations, especially those aimed at ensuring that activities carried out in areas under their jurisdiction or control did not cause damage to other States or to areas beyond the limits of their national jurisdiction.

(a) The Convention entered into force for two states parties - Somalia and South Sudan - that have reported areas under their jurisdiction or control in which anti-personnel mines are known or suspected to be emplaced.

29. At the Cartagena Summit, it was agreed that States Parties that have reported mined areas under their jurisdiction or control will do their utmost to identify, if they have not yet done so, the precise perimeters and locations, to the extent possible, of all areas under their jurisdiction or control in which anti-personnel mines are known or are suspected to be emplaced, and report this information.

12. Building upon the solid foundation the States Parties have constructed on the issue of victim assistance, the purpose of the Committee on Victim Assistance is to strengthen and advance victim assistance, in particular in States Parties with mine victims in areas under their jurisdiction or control.
