1. Without prejudice to their other border control measures, the States Parties shall determine and secure in their respective territories the mode of transport for export and import, as well as a precise and limited number of points of entry for small arms and light weapons, their ammunition and all parts and components that can be used for their manufacture, repair and assembly.

4. Encourages the Secretary-General to continue his consultations with the Governments of neighbouring States concerning the deployment of United Nations military observers in the airfields and other transportation points in and around border crossing points and calls on the neighbouring States to cooperate with and assist these observers to ensure that arms and related matériel are not transferred to Rwandan camps within their territories;

4. The States Parties stipulate that small arms and light weapons, their ammunition and all parts and components that can be used for their manufacture, repair and assembly that do not pass through the official entry points are illicit.
4 - تقضي الدول الأطراف بأن تكون الأسلحة الصغيرة والأسلحة الخفيفة وذخائرها وجميع القطع والمكونات التي يمكن أن تستخدم في صنع هذه الأسلحة وتصليحها وتركيبها، التي لا تمر بنقاط الدخول الرسمية، أسلحةً غير مشروعة.

2. The States Parties shall establish fully operational customs administrations which shall cooperate with the international customs organization and Interpol, including in requesting their assistance to ensure effective control of small arms and light weapons and their ammunition at border entry points.
2 - تُنشئ الدول الأطراف إدارات جمارك تكون جاهزة للعمل بالكامل وتتعاون مع منظمة الجمارك العالمية ومع الإنتربول، لتحقيق جملة من الأمور منها الحصول على مساعدتهما في المراقبة الفعالة للأسلحة الصغيرة والأسلحة الخفيفة وذخائرها في نقاط الدخول الحدودية.

States would also be required to maintain border control and to designate a precise number of points for entry of arms and ammunition into their territories.
كما تتحمل الدول مسؤولية مراقبة ووضع عدد محدّد من مداخل الأسلحة والذخائر إلى أراضي كل منها.
