٨ - يطلب إلى منظمة اﻷمم المتحدة للتربية والعلم والثقافة مواصلة أنشطتها البرنامجية الرامية إلى إدماج اﻷطفال والشباب المعوقين في التعليم الاعتيادي، وتقديم المساعدة المناسبة إلى الحكومات، بناء على طلبها، في تصميم وإقامة برامج لتشجيع القدرات اﻹبداعية والفنية والفكرية لﻷطفال، بمن فيهم اﻷطفال المعوقون؛

" States parties shall take appropriate measures to enable persons with disabilities to have the opportunity to develop and utilize their creative, artistic and intellectual potential " (art. 30, para. 2).
45- ويجب على الدول الأطراف أن " تتخذ التدابير الملائمة لإتاحة الفرصة للأشخاص ذوي الإعاقة لتنمية واستخدام قدراتهم الإبداعية والفنية والفكرية " (الفقرة 2 من المادة 30).

The Government encourages persons with disabilities to participate in sports and cultural activities thereby providing a platform through which persons with disabilities can develop and utilize their creative, artistic and intellectual potential.

467. This article recognizes the right of persons with disabilities to take part in cultural life, develop and utilize their creative, artistic and intellectual potential, recognition and support of their specific cultural and linguistic identity, and to participate in recreational, leisure and sporting activities on an equal basis with others.

In its general comment No. 2, also adopted in April 2014, the Committee added that States parties should take appropriate measures to enable persons with disabilities to have the opportunity to develop and utilize their creative, artistic and intellectual potential.
وأضافت اللجنة في تعليقها العام رقم 2، المعتمد أيضاً في نيسان/أبريل 2014، أنه ينبغي للدول الأطراف أن تتخذ التدابير الملائمة لإتاحة الفرصة للأشخاص ذوي الإعاقة لتنمية واستخدام قدراتهم الإبداعية والفنية والفكرية.

30.7 To promote the creative, artistic and intellectual potential of persons with disabilities, Hong Kong public libraries also provide venues for the Hong Kong Joint Council of Parents of the Mentally Handicapped to organise exhibitions on information of rehabilitation agencies and institutions and displayed works of persons with disabilities.
30-7 ولتعزيز الإمكانيات الخلاقة والفنية والفكرية للأشخاص ذوي الإعاقة، توفر مكتبات هونغ كونغ العامة أيضاً أماكن لمجلس هونغ كونغ المشترك لآباء وأمهات المعوقين عقلياً لتنظيم معارض للمعلومات عن وكالات ومؤسسات إعادة التأهيل وعرض أعمال الأشخاص ذوي الإعاقة.

'11. Also requests the United Nations Educational, Scientific and Cultural Organization to extend appropriate assistance to Governments in designing and setting up programmes to encourage the creative, artistic and intellectual potential of children with disabilities, and through its regional offices, to conduct seminars and workshops to provide appropriate training in those fields to teachers, parents, social workers and others concerned;
