A. Persons deprived of their liberty 19. In the past five years, the Special Rapporteur has received alarming reports about persons being arrested and detained because of their religious beliefs on the basis of discriminatory laws, denial of due process or a strong bias by law enforcement against religious minorities.

Finally, the Special Rapporteur transmitted to the Vietnamese Government a listing of Hmong Christian pastors who were allegedly detained because of their religious beliefs and drew the attention of the Government to the case of Nguyen Dang Chi, a pastor from Phy Ly (Tri An), who was allegedly arrested on 6 July 2002 and held in a cell for 24 hours in inhumane conditions.

It has been reported that the following another four Baha'is are being held in prisons because of their religious beliefs: Mr. Nijatu'llah Bihin-Ain, arrested in Isfahan in July 1992; Mr. Husayn-Quli Rawshan-Damir, imprisoned on 27 June 1994; Mr.'Ali Latifi, arrested in Orumiyeh on 7 September 1993; and Mr. Rabi'u'llah Isma'ilzadigan, imprisoned in Tehran, date unknown.

In many cases, persons persecuted because of their religious beliefs are also deprived of one or more of their other rights recognized by international standards (the right to life, the right not to subjected to torture or other forms of ill-treatment, the right to liberty and security of the person, the right to freedom of opinion and expression; see E/CN.4/2005/61 paras. 36-40).

The Conference urged Member States and OIC affiliated, subsidiary and specialized institutions to accord additional attention to Muslim minorities in non-OIC member states, especially those subjected to oppression or persecutions because of their religious beliefs, provide the necessary financial assistance and means as well as humanitarian assistance to overcome their difficulties and develop their societies.
