26. The Chairman-Rapporteur stressed that it was crucial for any constructive dialogue between minorities and Governments on possible solutions and further measures that all observers submit relevant, factual and objective information about concrete situations involving minorities.
٦٢ - وشدﱠد الرئيس - المقرر على أن من الضروري لكي يقوم حوار بنّاء بين اﻷقليات والحكومات بشأن الحلول الممكنة والتدابير الاضافية أن يقدم جميع المراقبين معلومات، واقعية وموضوعية عن اﻷوضاع المحددة لﻷقليات.

Proposals were made for the effective participation of minorities, such as the decentralization of decision-making powers to local councils or municipalities and the establishment of advisory councils or round tables to enable minority views and interests to be heard, all of which required dialogue and partnership between minorities and Governments.
وقدمت مقترحات لمشاركة اﻷقليات بصورة فعلية، مثل توزيع السلطات والاختصاصات المتعلقة باتخاذ القرارات على المجالس المحلية أو البلديات، وإنشاء مجالس استشارية أو موائد مستديرة لتمكين اﻷقليات من التعبير عن آرائها والدفاع عن مصالحها - وهي أمور جميعها تتطلب الحوار والشراكة بين اﻷقليات والحكومات.
