The establishment of nuclear-weapon-free zones on the basis of agreements freely arrived at among the States of the regions concerned and the creation of zones free of all weapons of mass destruction constitute an important means of promoting non-proliferation and disarmament at the regional and international levels and can help strengthen the NPT regime.
