142. In 2001 the United Nations International Drug Control Programme pursued a balanced approach encompassing support for the efforts of Member States to reduce demand and eliminate or significantly reduce the illicit cultivation of the opium poppy and coca plant.

The deteriorating economic conditions, in particular the extremely low subsistence living standards and structurally weak agricultural sector with poor marketing, combined with the persisting political uncertainties, have contributed to making the cultivation of the opium poppy appear as the only crop that, under the current circumstances, can produce enough profits to meet the essential needs of many Afghan subsistence farmers.

2. Urges Governments of all producer countries to adhere strictly to the provisions of the Single Convention on Narcotic Drugs of 1961 and that Convention as amended by the 1972 Protocol and to take effective measures to prevent the illicit production or diversion of opiate raw materials to illicit channels, and encourages improvements in practices in the cultivation of the opium poppy and the production of opiate raw materials;
2 - يحثّ حكومات جميع البلدان المنتجة على الامتثال التام لأحكام الاتفاقية الوحيدة للمخدرات لسنة 1961() وتلك الاتفاقية بصيغتها المعدّلة ببروتوكول 1972() وعلى اتخاذ تدابير فعّالة لمنع الإنتاج غير المشروع للخامات الأفيونية أو تسريبها إلى القنوات غير المشروعة، ويشجّع على تحسين الممارسات في مجال زراعة خشخاش الأفيون وإنتاج الخامات الأفيونية؛

2. Noting with concern the unprecedented increase of 59 per cent in the illicit cultivation of the opium poppy in Afghanistan from 2005 to 2006, according to the report of the United Nations Office on Drugs and Crime entitled Afghanistan: Opium Survey 2006,
