In the case of UNDOF, as a result of relocation of the UNDOF headquarters from Damascus to Camp Faouar, all international staff in the Professional category and above were paid the mobility and hardship allowance at hardship category “B” level, owing to the hardship element, which changed from category “A” to “B”.

In response to these developments, UNDOF relocated its civilian personnel from Damascus to Camp Faouar in order to mitigate the security risks to its personnel and assets, resulting in the construction of additional office and residential accommodation in Camp Faouar and the upgrade and enhancement of existing security infrastructure in the compound.

16. Savings under security services ($24,000) and miscellaneous other services ($5,000) due to lower requirements for those services caused by the relocation of headquarters from Damascus to Camp Faouar were offset by higher requirements under quartermaster and general stores ($20,000) resulting from the purchase of additional electrical supplies for use in the initial wiring of buildings at Camp Faouar.

In paragraph 7 of its resolution 53/226, the General Assembly requested the Secretary-General " to expedite the process of improving the working conditions of the local staff in the Force, taking into account the difficulties arising from the relocation of Force headquarters from Damascus to Camp Faouar " .
24 - وطلبت الجمعية العامة بموجب الفقرة 7 من قرارها 53/226 إلى الأمين العام " الإسراع في عملية تحسين ظروف عمل الموظفين المحليين في القوة، مع مراعاة المصاعب الناشئة عن نقل مقر الأمم المتحدة لمراقبة فض الاشتباك من دمشق إلى مخيم نبع الفوار " .

It is recalled that the General Assembly, in paragraph 7 of its resolution 53/226 of 8 June 1999, requested the Secretary-General to expedite the process of improving the working conditions of the Force, taking into account the difficulties arising from the relocation of Force headquarters from Damascus to Camp Faouar, and to report thereon to the Assembly at its fifty-fourth session.
