It is all the more disappointing that, although almost all delegations could have gone along with the draft treaty text proposed by the Chairman of the Ad Hoc Committee on a Nuclear Test Ban, a few delegations could not come to the same conclusion.

Kazakhstan has already stated its position with regard to the draft treaty text, as contained in CD/NTB/WP.330/Rev.2, in the report of the Ad Hoc Committee on a Nuclear Test Ban, whereby it was among those countries which, although they did not see the draft treaty text as being perfect, nevertheless gave their support to the draft text.

Although the draft treaty text contained in CD/NTB/WP.330/Rev.2 does not totally satisfy us and does not cover all the concerns of many developing countries, including those of China, the Chinese delegation believes that the current treaty text represents the achievable result of negotiations in the past two and a half years, and that by and large it reflects objectively the state of negotiations and is balanced in general.

In conclusion, Japan, as one of the sponsors of the draft resolution contained in document A/50/L.78, strongly urges all United Nations Member States to lend their support to that draft resolution and the draft treaty text contained in document A/50/1027.

At the very minimum, we should like to see by April this year agreed texts on the scope of the treaty and on the principal issues of verification, and a commitment by all in the CD to finalize the draft treaty text before the fiftieth session of the United Nations General Assembly.
