وإذ تشدد على واجب الحكومات المتمثل في تعزيز حقوق اﻹنسان وحمايتها والوفاء بالمسؤوليات التي تعهدت بها بموجب القانون الدولي، ولا سيما ميثاق اﻷمم المتحدة فضلا عن مختلف الصكوك الدولية في ميدان حقوق اﻹنسان،

Considering that such international cooperation should be based on the principles embodied in international law, especially the Charter of the United Nations, as well as the Universal Declaration of Human Rights, the International Covenants on Human Rights and other relevant instruments,
وإذ ترى أن هذا التعاون الدولي ينبغي أن يستند إلى المبادئ المنصوص عليها في القانون الدولي، ولا سيما ميثاق الأمم المتحدة، فضلا عن الإعلان العالمي لحقوق الإنسان() والعهدين الدوليين الخاصين بحقوق الإنسان() وغيرها من الصكوك ذات الصلة،

1. Reaffirms its unwavering commitment to ensuring that all aspects of demand reduction, supply reduction and international cooperation are addressed in full conformity with international law, especially the Charter of the United Nations and the three international drug control conventions;
1- تؤكّد مجدّدا التزامها الراسخ بضمان أن تُعالجَ جميع جوانب العمل على خفض الطلب وخفض العرض والتعاون الدولي في إطار من الامتثال التام للقانون الدولي ولا سيما ميثاق الأمم المتحدة والاتفاقيات الدولية الثلاث لمراقبة المخدّرات؛
