The question of sects or new religious movements, or movements claiming to be such, is dealt with by the Pontifical Council for InterReligious Dialogue, the Congregation for the evangelization of Peoples, the Pontifical Council for Promoting Christian Unity and the Pontifical Council for Culture.
153- فيما يتعلق بالمسألة المسماة الملل أو الحركات الدينية الجديدة أو التي تعرّف نفسها على هذا النحو، فإن هذه المسألة تتبع في وقت واحد المجلس البابوي للحوار بين الأديان، ومجمع تبشير الشعوب، والمجلس البابوي للنهوض بوحدة المسيحيين، والمجلس البابوي للثقافة.

In the document " Dialogue and Proclamation Reflection and Orientations on InterReligious Dialogue and the Proclamation of the Gospel of Jesus Christ " , published on 20 June 1991 by the Pontifical Council for InterReligious Dialogue and the Congregation for the evangelization of Peoples, it is made clear that interreligious dialogue and proclamation are linked, but not interchangeable:

The Congregation for the evangelization of Peoples, which was set up in 1659, expressed the view that these principles held by the Vatican, inspired by religion but not constituting a strategic position, were in line with United Nations principles concerning religious freedom, its manifestations and its limitations.
