The Committee continues to be concerned at the de facto discrimination experienced by some disadvantaged and marginalized individuals and groups, such as ethnic minorities, persons with disabilities, and lesbian, gay, bisexual and transgender persons in the enjoyment of their economic, social and cultural rights, despite the appointment of the Plenipotentiary for Equal Treatment in April 2008.

At its forty-third session, in relation to the report submitted by Poland, the Committee continued to be concerned, in spite of the appointment of a plenipotentiary for equal treatment in April 2008, at the de facto discrimination experienced by some disadvantaged and marginalized individuals and groups, such as ethnic minorities.

Even strategies aimed at building supportive institutions and strengthening people's capabilities or improving access to information will be insufficient to promote meaningful participation if there are social and cultural norms that underpin or perpetuate unequal power relations and the disadvantage experienced by some social groups.
