Advisory services will be provided in improving national capabilities for exploration and utilization of surface water and groundwater resources, as well as in promoting regional and subregional cooperation in the use of shared water resources.

1. The role of the United Nations and the scope of its activities in international cooperation in the exploration and utilization of Outer Space should be strengthened and enlarged, particularly through the Programme on Space Applications of the United Nations.
١ - ينبغي تعزيز دور اﻷمم المتحدة وتوسيع نطاق أنشطتها في مجال التعاون الدولي في استكشاف واستخدام الفضاء الخارجي، ولاسيما من خلال برنامج اﻷمم المتحدة للتطبيقات الفضائية.

The resources that were being so senselessly squandered could be used to provide assistance to the developing countries, many of which were plagued by hunger and poverty, or to give effect to the legitimate wish that the exploration and utilization of outer space be carried out for the benefit of all States.
فالموارد التي تبذﱠر بهذا الشكل البعيد جدا عن المنطق يمكن استخدامها لتقديم المساعدة إلى البلدان النامية التي يرزح الكثير منها تحت غائلة الجوع والبؤس، أو لتحقيق التطلع المشروع إلى تسخير استكشاف واستخدام الفضاء الخارجي لخدمة جميع الدول.

Principle IV stated that international cooperation in the exploration and utilization of outer space for peaceful purposes should not be subject to arbitrary or discriminatory conditions.
١٥ - ويؤكد المبدأ الرابع أن التعاون الدولي في استكشاف واستخدام الفضاء الخارجي في اﻷغراض السلمية ينبغي الا يخضع ﻷية شروط تعسفية أو تمييزية.

4. As a developing country, Cuba hoped that the right of access of all States to the benefits deriving from the exploration and utilization of outer space would be guaranteed, and that the right of countries having little or no space capacity to participate fully in the exploration and utilization of outer space when they had the material conditions to do so would be safeguarded.

Mr. TELLES RIBEIRO (Brazil) introduced the revised version of the working paper entitled " Principles regarding International Cooperation in the exploration and utilization of Outer Space for Peaceful Purposes " (A/AC.105/C.2/L.182/Rev.1), whose sponsors had been joined by Colombia.

Principle VI suggested preferred areas for the concentration of the States' efforts in international cooperation in the exploration and utilization of outer space for peaceful purposes, taking into account the recommendations of the Second United Nations Conference on the exploration and utilization of Outer Space for Peaceful Purposes (UNISPACE II).
١٧ - ويتضمن المبدأ السادس المجالات الرئيسية التي ينبغي أن تركز فيها الجهود التي تبذلها الدول فيما يتعلق بالتعاون الدولي في استكشاف واستخدام الفضاء الخارجي في اﻷغراض السلمية، مع مراعاة توصيات مؤتمر اﻷمم المتحدة الثاني المعني باستكشاف الفضاء الخارجي واستخدامه في اﻷغراض السلمية.

First, as outer space is a common heritage as well as the last frontier of mankind, we believe that the exploration and utilization of outer space must be exclusively for peaceful purposes and devoted to the common benefit and interests of all States, regardless of their stage of economic and scientific development, thereby contributing to the economic and social development of all nations.

3. States with relevant space capabilities and with programmes for the exploration and utilization of Outer Space should share on an equitable basis with other States, in particular developing countries, the scientific and technological knowledge necessary for the proper development of programmes oriented to the more rational exploration and utilization of Outer Space, with a view to preserving the outer space environment for future generations.
٣ - وينبغي للدول ذات القدرات الفضائية الهامة والتي لديها برامج من أجل استكشاف واستخدام الفضاء الخارجي أن تتقاسم مع البلدان النامية، على أساس منصف مع الدول اﻷخرى، ولاسيما البلدان النامية، المعرفة العلمية والتكنولوجية اللازمة للقيام على النحو الملائم بوضع برامج موجهة نحو زيادة ترشيد استكشاف واستخدام الفضاء الخارجي بهدف حفظ بيئة الفضاء الخارجي لﻷجيال القادمة.

3. States should promote the exchange of material and equipment for, and the transfer of technology on, the exploration and utilization of Outer Space within just and equitable parameters of price and payment.
٣ - وينبغي أن تقوم الدول بتعزيز تبادل المواد والمعدات اللازمة لاستكشاف واستخدام الفضاء الخارجي ونقل التكنولوجيا المتعلقة بهما في إطار بارامترات عادلة ومنصفة لﻷسعار والسداد.

2. States pursuing programmes of exploration and utilization of Outer Space should facilitate access to the knowledge and applications derived therefrom to other States, particularly developing countries, through programmes of international cooperation designed for that purpose.
٢ - وينبغي للدول التي تقوم بتنفيذ برامج لاستكشاف واستخدام الفضاء الخارجي أن تيسر للدول اﻷخرى، ولاسيما البلدان النامية، الحصول على المعرفة والتطبيقات المستمدة من تلك البرامج، وذلك من خلال برامج للتعاون الدولي مصممة لتحقيق هذا الغرض.
