43. Increased flows of financial resources for AIDS have become available in recent years and many countries have been faced with new challenges.

In 1996 it sought the collaboration of an international non-governmental organization systematically to collect, edit, and record data on the flows of financial resources for population and development programmes, both internationally and domestically, in order to create and maintain a dynamic database and to perform basic analyses of the data and disseminate the findings.

In order to facilitate the earliest possible identification of terrorist activities, the Federal Office for the Protection of the Constitution and the Federal Intelligence Service have been given the power, by virtue of the Prevention of Terrorism Act (Terrorismusbekämpfungsgesetz), to seek information from banks and financial service institutions in order to investigate the flows of financial resources and account transactions.

The project’s objectives are to systematically collect and record data on the flows of financial resources for population and development programmes, both internationally and domestically, in order to create and maintain a dynamic database, and to perform basic analyses of the data and disseminate such findings.
وتتمثل أهداف المشروع في القيام بشكل منهجي بتجميع وتسجيل البيانات عن تدفقات الموارد المالية المقدمة لبرامج السكان والتنمية، دوليا وداخليا، من أجل إنشاء قاعدة بيانات حيوية وصيانتها، وإجراء تحليل أساسي للبيانات ونشر ما يسفر عنه ذلك من نتائج.

There was a consensus that the international community should support these efforts in developing countries, particularly the least developed, especially through adequate improved market access and increased flows of financial resources and debt relief.
وكان هناك توافق عام في اﻵراء على أنه ينبغي أن يساند المجتمع الدولي هذه الجهود في البلدان النامية، ولا سيما في أقلها نموا، وبخاصة من خلال تحسين الوصول الى اﻷسواق على نحو مناسب وزيادة تدفقات الموارد المالية وتخفيف عبء الديون.

The reform should not, however, be limited to asking those countries to improve the efficiency and transparency of their financial systems, but should also make it possible to supervise and rationalize worldwide flows of financial resources and to create early warnings systems and mechanisms to handle crises.
وأضافت أنه لا ينبغي أن يقتصر الإصلاح على مطالبة تلك البلدان بتحسين الكفاءة والشفافية لنظمها المالية، بل يجب أن يصبح بالإمكان الإشراف على تدفقات الموارد المالية وترشيدها وإنشاء نظم وآليات إنذار مبكر لمعالجة الأزمات.

٤ - وظهر توافق في اﻵراء على ضرورة قيام المجتمع الدولي بدعم هذه الجهود في البلدان النامية، ولا سيما في أقلها نموا، وبصفة خاصة من خلال تحسين فرص الوصول بما فيه الكفاية الى اﻷسواق وزيادة تدفقات الموارد المالية وتخفيف الديون.

It also complies with General Assembly resolutions 49/128 and 50/124, in which the Assembly called for the preparation of periodic reports on the flows of financial resources for assisting in the implementation of the Programme of Action.
