1. After the expiry of five years from the entry into force of this Convention, a State Party may propose an amendment and file it with the Secretary-General of the United Nations, who shall thereupon communicate the proposed amendment to the States Parties and to the Conference of the Parties to the Convention for the purpose of considering and deciding on the proposal.
1- بعد انقضاء خمس سنوات على بدء نفاذ هذه الاتفاقية، يجوز للدولة الطرف أن تقترح تعديلا لها، وأن تقدم هذا الاقتراح إلى الأمين العام للأمم المتحدة، الذي يقوم بناء عليه بإبلاغ الدول الأطراف ومؤتمر الأطراف في الاتفاقية بالتعديل المقترح بغرض النظر في الاقتراح واتخاذ قرار بشأنه.

1. 4- إذا قرر أحد الأطراف السامية المتعاقدة أنه لا يستطيع أن يمتثل فوراً لحكم الفقرة 3، يجوز له أن يعلن - عند تقديمه الإخطار بقبول التزامه بهذا البروتوكول - أنه سيؤجل الامتثال لحكم الفقرة 3 من هذه المادة لفترة لا تتجاوز [_ _] [سنة] [سنوات] بعد بدء نفاذ هذا البروتوكول.

4. In the event that a High Contracting Party determines that it cannot immediately comply with paragraph 3, it may declare at the time of its notification of consent to be bound by this Protocol that it will defer compliance with paragraph 3 of this Article for a period not to exceed [__] years from the entry into force of this Protocol.
4- إذا قرر أحد الأطراف السامية المتعاقدة أنه لا يستطيع أن يمتثل فوراً لحكم الفقرة 3، يجوز له أن يعلن - عند إعطاء إشعار بموافقته على أن يكون ملزماً بهذا البروتوكول - أنه سيؤجل الامتثال لحكم الفقرة 3 من هذه المادة إلى فترة لا تتجاوز [ ] [سنة] [سنوات] بعد بدء نفاذ هذا البروتوكول.

3. In the event that a High Contracting Party determines that it cannot immediately comply with paragraph 1 of this Article it may declare at the time of its notification of consent to be bound by this Protocol that it will defer compliance with the prohibition of use, stockpiling and retention for a period not exceeding eight years from the entry into force of this Protocol.
3- إذا ما قرر طرف متعاقد سام أنه ليس بوسعه الامتثال فوراً للفقرة 1 من هذه المادة، جاز له أن يعلن في وقت تقديم إخطاره بالموافقة على الالتزام بهذا البروتوكول أنه سيؤجل الامتثال لحظر الاستخدام والتخزين والاحتفاظ لمدة لا تتجاوز ثماني سنوات بعد بدء نفاذ هذا البروتوكول.
