These difficulties were particularly relevant to paragraph 2 of decision 3/CP.1 on the preparation and submission of national communication from the Parties included in Annex I to the Convention.

6. Oversee the in-depth review of scientific and technical aspects and the preparation of the compilation and synthesis of the first national communications from Annex I Parties in accordance with decision 2/CP.1 on review of first communications from the Parties included in Annex I to the Convention; and make recommendations thereon to the Conference of the Parties and/or to the SBI.
٦ - اﻹشراف على الاستعراض المتعمق للجوانب العلمية والتقنية وإعداد التجميع والعرض التوليفي للبلاغات الوطنية اﻷولى الواردة من اﻷطراف المدرجة بالمرفق اﻷول وفقا للمقرر ٢/م أ-١ بشأن استعراض البلاغات اﻷولى المقدمة من اﻷطراف المدرجة في المرفق اﻷول بالاتفاقية؛ وتقديم توصيات في هذا الشأن إلى مؤتمر اﻷطراف و/أو إلى الهيئة الفرعية للتنفيذ.

27. The Conference also adopted a decision on the review of first communications from the Parties included in annex I to the Convention. 10/ As decided by the Conference, each such national communication should be subject to an in-depth review as soon as possible, but within one year of receipt by the secretariat of the Convention, with the aim of completion by the second session of the Conference of the Parties (see para. 24 above).
٢٧ - اعتمد المؤتمر أيضا مقررا بشأن استعراض البلاغات اﻷولى من اﻷطراف المدرجة في المرفق اﻷول من الاتفاقية)١٠(. وكما قرر المؤتمر، فإن كل بلاغ وطني من هذا القبيل ينبغي أن يخضع لاستعراض متعمق في أقرب وقت ممكن ولكن في غضون عام واحد من استلام أمانة الاتفاقية له، بهدف إتمام ذلك الاستعراض بحلول الدورة الثانية لمؤتمر اﻷطراف )انظر الفقرة ٢٤ أعلاه(.

At its 10th plenary meeting, on 7 April, the Conference adopted, under agenda item 6(c), decision 2/CP.1 on the review of first communications from the Parties included in Annex I to the Convention, and decision 3/CP.1 on the preparation and submission of national communications from the Parties included in Annex I to the Convention, the texts of which are contained in Part Two, section I, of this report.
٦٤- وفي الجلسة العامة العاشرة المعقودة في ٧ نيسان/أبريل، اعتمد المؤتمر، في اطار البند ٦)ج( من جدول اﻷعمال، المقرر ٢/م أ - ١ بشأن استعراض البلاغات اﻷولى المقدمة من اﻷطراف المدرجة في المرفق اﻷول بالاتفاقية، والمقرر ٣/م أ - ١ بشأن إعداد وتقديم البلاغات الوطنية الموجهة من اﻷطراف المدرجة في المرفق اﻷول بالاتفاقية، وهما المقرران اللذان يرد نصهما في الفرع اﻷول من الجزء الثاني من هذا التقرير.
