We wish to thank here the Secretary-General for his first annual report on the progress achieved in the implementation of the Millennium Declaration.

The Special Rapporteur presented to the Human Rights Council at its twentieth session his first annual report focused on the prevention of racism, racial discrimination, xenophobia and related intolerance and the report on the implementation of General Assembly resolution 66/143 on the inadmissibility of certain practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance.

In his first annual report of 11 August 2008 (A/HRC/9/9), the Special Rapporteur provided a number of reflections concerning the normative framework for addressing indigenous peoples' concerns, and on the operationalization of the human rights norms affirmed in the United Nations Declaration on the Rights of Indigenous Peoples and other relevant international instruments.

The issue of racism and poverty has been addressed by the Special Rapporteur in his first annual report submitted at the eleventh session of the Human Rights Council (A/HRC/11/36), as well as in the framework of a side event on " Discrimination and poverty: exclusion and solutions in the new millennium " organized on 21 April 2008 by OHCHR during the Durban Review Conference.

In his first annual report, former Special Rapporteur Jean Ziegler identified seven major economic obstacles that hinder or prevent the realization of the right to food, including inter alia, challenges associated with global trade, external debt, developments in biotechnology, including genetically modified plants, and ownership of international patents by agribusinesses from the North.

On 20 October, the Special Rapporteur delivered his first statement and presented his first annual report (A/66/310) to the General Assembly, in which he identified two related areas falling within his mandate, on which he intended to focus, namely States' obligations towards victims of terrorism (para. 20), and States' duty to promote strategies for the prevention of terrorism.

In this regard, we thank the Secretary-General for introducing his first annual report on the follow-up to the outcome of the Millennium Summit, as contained in document A/57/270, which invites us to reflect on the future of our Organization.
