The Chair further reported that the Vice-Chair had facilitated consultations involving Parties included in Annex I to the Convention undergoing the process of transition to a market economy and Parties whose special circumstances are recognized by the COP, and that these consultations were to continue at AWG-LCA 12.

Recalling Article 4, paragraph 6, of the Convention and relevant decisions of the Conference of the Parties, especially decisions 3/CP.7 and 3/CP.13 relating to Parties included in Annex I to the Convention undergoing the process of transition to a market economy,

The transition period from the current to the revised UNFCCC Annex I reporting guidelines, including the flexibility allowed to Parties included in Annex I to the Convention undergoing the process of transition to a market economy in accordance with Article 4, paragraph 6, of the Convention;

Background: The COP, at its sixteenth session, requested the AWG-LCA to continue consideration of issues concerning Parties included in Annex I to the Convention undergoing the process of transition to a market economy, with a view to promoting access of these Parties to technology, capacity-building and finance in order to enhance their ability to develop low-emission economies.
63- الخلفية: طلب مؤتمر الأطراف، في دورته السادسة عشرة، إلى فريق العمل التعاوني أن يواصل النظر في القضايا المتصلة بالأطراف المدرجة في المرفق الأول للاتفاقية التي تمر بعملية انتقال إلى اقتصاد السوق، بغية تعزيز فرص وصول هذه الأطراف إلى التكنولوجيا وبناء القدرات والتمويل من أجل تحسين قدرتها على تنمية اقتصادات خفيضة الانبعاثات().
