When a State Party does not grant the extradition or is not requested to do so, it shall submit the case to its competent authorities as if the offence had been committed within its jurisdiction, for the purposes of investigation and, when appropriate, for criminal proceedings, in accordance with its national law.
١- عندما لا توافق دولة طرف على طلب التسليم أو إذا لم تتلق هذا الطلب، تعرض هذه الدولة القضية على سلطاتها المختصة كما لو كانت الجريمة قد ارتكبت داخل ولايتها القضائية، ﻷغراض التحقيق، وعند اللزوم، لتقيم الدعوى الجنائية، وفقاً لقانونها الوطني.
