As a European State, Belarus is a full-fledged participant in the Conference on Security and Cooperation in Europe (CSCE) and is seeking to become a member of the Council of Europe and to conclude partnership agreements with the European countries and regional organizations.

Thus, according to the study, the five successor States of the former Yugoslavia would be brought to accept the confidence- and security-building measures, which would need to go beyond the measures already agreed to in the Conference on Security and Cooperation in Europe in order to satisfy the security needs of all the Yugoslav successor States and their neighbours.

7. In general we are in favour of closely coordinating the efforts of the participants in the Mediterranean process with general trends in the Conference on Security and Cooperation in Europe (CSCE).

The Council commended and fully supported the efforts already undertaken by the European Community and its member States, with the support of the States participating in the Conference on Security and Cooperation in Europe (CSCE), to restore peace and dialogue in Yugoslavia.

Reaffirms its support for the efforts made by the States participating in the Conference on Security and Cooperation in Europe to remove the foreign military forces stationed in the territories of Estonia and Latvia without the required consent of those countries, in a peaceful manner and through negotiations;
٢ - تؤكد من جديد دعمها للجهود التي تبذلها الدول المشاركة في مؤتمر اﻷمن والتعاون في أوروبا من أجل سحب القوات العسكرية اﻷجنبية الموجودة في أراضي استونيا ولاتفيا دون الموافقة اللازمة من جانب هذين البلدين، وذلك بطريقة سلمية وعن طريق المفاوضات؛

This decision bluntly violates the international obligations resulting from Russia's membership in the United Nations, its participation in the Conference on Security and Cooperation in Europe (CSCE), and bilateral Ukrainian-Russian agreements, particularly the Ukrainian-Russian Treaty of 19 November 1990 which was ratified by the Russian Parliament with the same composition.
