A first report, assessing data from 1998, provides an analysis of the situation of juveniles in conflict with the law and the institutions dealing with juvenile delinquents.

Noting that, according to that report, some States have reported on the implementation of effective measures to reduce the use of imprisonment and pretrial detention for juveniles in conflict with the law, while many States still use deprivation of liberty as the rule rather than an exception,

(e) Law no. 422 dated 6/6/2002 related to the protection of juveniles in conflict with the law or at risk.
(ﻫ) القانون رقم 422 تاريخ 6 حزيران/يونيه 2002 المتعلق بحماية الأحداث المخالفين للقانون والمعرضين للخطر؛

" The Law for juvenile delinquents " , issued in 16/9/1983, was replaced by the Law No. 422 dated 6/6/2002 for " The Protection of juveniles in conflict with the law or at Risk " .
وقد جرى استبدال قانون حماية الأحداث المنحرفين، الصادر في 16 أيلول/سبتمبر 1983، بقانون " حماية الأحداث المخالفين للقانون أو المعرضين للخطر " ، رقم 422 تاريخ 6 حزيران/يونيه 2002.

500. The Lebanese Parliament enacted Law No 422 related to the protection of juveniles in conflict with the law or at risk, on 6/6/2002.
500- أقر مجلس النواب اللبناني القانون رقم 422 المتعلق بحماية الأحداث المخالفين للقانون أو المعرضين للخطر بتاريخ 6 حزيران/يونيه 2002.

It further expresses its serious concern at the high risk faced by children in conflict with the law, in particular more than 150 children at risk of being sentenced to death due to, inter alia, the low levels of birth registration, non-guarantee of fair trial standards and the lack of clear technical criteria to determine the age of juveniles in conflict with the law.
وتعرب كذلك عن قلقها البالغ إزاء الخطر الكبير الذي يواجهه الأطفال المخالفون للقانون، خصوصا أكثر من 150 طفلاً يواجهون خطر صدور أحكام بالإعدام ضدهم لجملة أسباب بينها تدني مستويات تسجيل المواليد، وعدم ضمان معايير المحاكمة العادلة وعدم وجود معايير تقنية واضحة لتحديد سن الأحداث المخالفين للقانون.

(c) Treat children or juveniles in conflict with the law and children or juveniles at risk in a different and distinct manner so that they are not placed in the same institutions with the same regimes or restrictions; and
(ج) ومعاملة الأطفال أو الأحداث الجانحين والأطفال أو الأحداث المعرضين للخطر معاملة مختلفة ومميزة بحيث لا يودعوا المؤسسات نفسها التي تخضع للنظم أو القيود نفسها؛

(f) Establish a system of welltrained advocates, legal administrators for juveniles in conflict with the law and train professionals such as police officers, prosecutors and judges dealing with persons below the age of 18 in conflict with law;
(و) إنشاء نظام يضم مستشارين وأخصائيين قانونيين مدربين تدريباً جيداً للتعامل مع الأحداث المخالفين للقانون، وتدريب المهنيين المعنيين كأفراد الشرطة ووكلاء النيابة والقضاة الذين يتعاملون مع الأحداث الجانحين الذين تقل أعمارهم عن 18 عاماً؛

21. In 2002, CRC was concerned that, with regard to " the judicial level of services " , legislation was insufficient and ineffective and the judicial system lacked courts and trained staff to deal with juveniles in conflict with the law.
21- في 2002، أعربت لجنة حقوق الطفل عن قلقها فيما يخص " مستوى الخدمات القضائية " لكون التشريعات غير كافية وغير فعالة ولافتقار النظام القضائي إلى محاكم وإلى موظفين مدربين للتعامل مع الأحداث الجانحين(43).

(c) Revising the Prison Law and Regulations in order to ensure that solitary confinement: (i) is never applied to juveniles in conflict with the law or to persons with psychosocial disabilities and (ii) remains a measure of last resort, imposed for as short a time as possible, under strict supervision and judicial review.
(ج) مراجعة قانون ولوائح السجون لتحقيق ما يلي فيما يخص الحبس الانفرادي: ' 1 ' ألا يعاقَب به قط الأحداث الجانحون أو ذوو الإعاقات النفسية - الاجتماعية؛ ' 2 ' أن يكون آخر تدبير يُلجأ إليه ويعاقَب به لأقصر مدة ممكنة في إطار صارم من الرقابة والمراجعة القضائية.
