to the Secretary-General I wish to refer to the note verbale dated 25 July 1996 from the Permanent Mission of Saudi Arabia to the United Nations addressed to the Secretariat (A/50/1028, annex), regarding objections of Saudi Arabia to certain provisions of the Act on the Marine Areas of the Islamic Republic of Iran in the Persian Gulf and the Sea of Oman, 1993 ( " Marine Areas Act " ), and make the following clarifications:
أود أن أشير الى المذكرة الشفوية المؤرخة ٢٥ تموز/يوليه ١٩٩٦ المقدمة من البعثة الدائمة للمملكة العربية السعودية لدى اﻷمم المتحدة A/50/1028)، المرفق( والمتعلقة باعتراضات المملكة العربية السعودية على بعض أحكام " قانون المناطق البحرية لجمهورية إيران اﻹسلامية في الخليج الفارسي وبحر عمان، ١٩٩٣ " ، )قانون المناطق البحرية( وأن أقدم التوضيحات التالية:

Although the Panel recognizes that, with the passage of time, it may be difficult for Saudi Arabia to identify damage that is solely or primarily attributable to Iraq's invasion and occupation of Kuwait, that difficulty does not make it inappropriate for Saudi Arabia to undertake reasonable studies to determine the existence and nature of potential damage.
550- ورغم أن الفريق يسلِّم بأنه مع مضي الوقت قد يصعب على المملكة العربية السعودية تحديد الأضرار التي تعزى حصراً أو أساسا إلى غزو العراق واحتلاله للكويت، فإن هذه الصعوبة لا تعني انتفاء ضرورة اضطلاع المملكة العربية السعودية بدراسات معقولة لتحديد الأضرار القائمة والمحتملة وطبيعة تلك الأضرار.

In the Kingdom of Saudi Arabia, children of all nationalities are treated on the same footing as Saudi children as regards access to educational, health and leisure services and freedom of movement. They have their own schools, which make no distinction between foreign and Saudi children.
52- ويحظى الأطفال من الجنسيات المختلفة في المملكة العربية السعودية برعاية واهتمام، ويعاملون معاملة المواطن في مجالات التعليم والصحة والترفيه والتنقل بحرية كاملة، ولهم مدارسهم الخاصة دون تفريق بينهم وبين الأطفال السعوديين.

3. The Saudi letter states that the reason for the decision of Saudi Arabia to seize the Iraqi crude-oil pipeline was that Iraq had " continued to make threats and proceeded to commit aggression, thereby causing serious damage to the Saudi people, in terms of lives and property " .
3 - تذكر الرسالة السعودية إن قرار السعودية بالاستيلاء على خط أنابيب النفط الخام العراقي سببه استمرار الحكومة العراقية " في التهديد واقتراف العدوان ملحقة بذلك أضرارا بالغة بأرواح وممتلكات الشعب السعودي " .

The Panel finds that Saudi Arabia has failed to provide adequate details of the proposed education programme, to enable it to make an evaluation of the technical merits of the programme, its relevance to specific damages, and its potential overlap with other projects proposed by Saudi Arabia.
681- ويرى الفريق أن المملكة العربية السعودية لم تقدم تفاصيل كافية عن برنامج التثقيف المقترح تمكِّن الفريق من إجراء تقييم للمزايا التقنية للبرنامج، ولوثاقة صلته بالأضرار المحددة، ولتداخله المحتمل مع برامج أخرى اقترحتها المملكة.

Allow me to draw the Assembly's attention to a signal and very positive pioneering experience of Saudi young people -- who make up more than two thirds of Saudi society -- that took place under the auspices of the King Abdul Aziz Centre for National Dialogue. That Centre works to foster a culture of dialogue in society that discusses issues of national interest at all levels and proposes recommendations for action.

239- تهتم المملكة العربية السعودية بمناهج التعليم لضمان قدرتها على تربية وتأهيل الأطفال السعوديين وإعدادهم للمساهمة الإيجابية في الحياة.

247. The regulations applicable in the Kingdom of Saudi Arabia make provision for the protection of women and children in an emergency, strictly prohibit shelling and bombardment of civilian populations in order to preserve their lives and also ban the use of chemical and bacteriological weapons during military operations in accordance with the Geneva Protocol of 1925 and the Geneva Conventions of 1949.
246- راعت الأنظمة بالمملكة العربية السعودية حماية المرأة والطفل في حالات الطوارئ. وتحظر الأنظمة عمليات القصف والهجوم بالقنابل وغيرها على السكان المدنيين حفاظاً على الأرواح، بالإضافة إلى حظر استخدام أسلحة الحرب الكيميائية والبكتريولوجية خلال العمليات العسكرية وفقاً لبروتوكول جنيف لعام 1925م واتفاقيات جنيف لعام 1949م.

Charitable and voluntary services are encouraged through the establishment of charitable associations throughout the Kingdom of Saudi Arabia. These associations make an outstanding contribution to the welfare of disabled persons, providing them with accommodation, education, training, medical treatment, physiotherapy and transport services, and offering social assistance to their families. These associations receive major support from the State.
195- تشجيع الخدمات الخيرية والتطوعية، وتبرز من خلال قيام الجمعيات الخيرية في مختلف مناطق المملكة العربية السعودية بإسهامات بارزة في رعاية المعوقين وتقديم خدمات الإيواء والتعليم والتدريب والرعاية الطبية والعلاج الطبيعي ونقل المعاقين إضافة لتقديم المساعدات الاجتماعية لأسرهم وتحظى هذه الجمعيات بدعم كبير من الدولة.

59. The Committee requests the wide dissemination in Saudi Arabia of the present concluding observations in order to make the people, including government officials, politicians, parliamentarians and women's and human rights organizations, aware of the steps that have been taken to ensure de jure and de facto equality of women, and the further steps that are required in that regard.

The decisions of the COP/MOP concerning procedures for compliance/non-compliance should make clear that resolution of disputes between Parties, pursuant to Article 14 of the Convention/Article 19 of the Protocol, is without prejudice to full use of the compliance/non-compliance procedures under the Protocol. Therefore, the " E2 " Panel recommended that, unlike a claimant alleging a loss in Kuwait, a claimant seeking compensation for loss or damage arising out of military operations in Saudi Arabia must make a special showing that the loss or damage for which compensation is claimed resulted from a specific military event or events.
ولذلك فقد أوصى الفريق المعني بالمطالبات من الفئة " هاء-2 " أنه، على عكس صاحب مطالبة يدعي تكبد خسارة في الكويت، يجب على أي صاحب مطالبة يطلب تعويضاً عن خسارة أو ضرر ناجم عن عمليات عسكرية في المملكة العربية السعودية أن يقدم بياناً محدداً يوضح أن الخسارة أو الضرر المطلوب التعويض عنه ناجم عن حدث أو أحداث عسكرية محددة(17).
