The United Nations and the Court shall guarantee that all necessary measures are adopted to facilitate the participation, in accordance with paragraph 1 of article 112 of the Statute, of the representatives of all States Parties and observers of the Assembly of States Parties in all meetings of the Assembly of States Parties to be held at United Nations Headquarters.

States Parties should be advised that the activities associated with the preparation and holding of the meetings of the Assembly of States Parties, the meetings of the Bureau of the Assembly and the meeting of the Committee on Budget and Finance as well as those related to the first financial period of the Court should not have financial implications for the regular budget of the United Nations.
