ECA, ECLAC and the Port Management Association for Eastern and Southern Africa jointly organized a workshop on port commercialization issues and in November 1997 convened the Eleventh Meeting of the Conference of African Ministers of Transport and Communications which adopted a framework for action for accelerating the implementation of the Second Transport and Communications Decade in Africa (1991–2000).
