One modification that enjoys broad support -- including ours -- is to maintain the existing regional groups.

But it would be a pity -- and the whole reform process would lose its momentum -- if we exhausted ourselves deliberating the pros and cons of Model A and model B. The bottom line is that we need a stronger, more efficient, better financed, more agile, more alert Organization to address the threats to international peace and security in the twenty-first century.
