At the time of my first report on the situation of children in Sudan (S/2006/662), a dialogue was under way with various armed forces and groups, including the Sudanese Armed Forces and the Sudan People's Liberation Army through the Ceasefire Joint Military Committee and the Sudan Liberation Army factions of Minawi and Wahid in Darfur.

Since 2001, when I issued my first report on conflict prevention, there has been important normative, political and institutional progress, most notably in the adoption of General Assembly resolutions 55/281 and 57/337, Security Council resolution 1366 (2001) and the 2005 World Summit Outcome.

The United Nations Operation in Côte d'Ivoire (UNOCI), the United Nations Children's Fund (UNICEF) and other members of the United Nations country team continue to collaborate in the implementation of key recommendations in my first report on the situation of children and armed conflict in Côte d'Ivoire (S/2006/835) and the subsequent conclusions and recommendations of the Working Group on Children and Armed Conflict (S/AC.5/2007/7).

The present report has been prepared in accordance with Security Council resolution 1612 (2005), covering the period from 16 July 2006 to 30 June 2007, and follows my first report on the situation of children in the Sudan (S/2006/662) and the subsequent conclusions and recommendations of the Working Group on Children and Armed Conflict (S/AC.51/2007/5, annex).

MINURCAT, the United Nations country team and the Task Force on Monitoring and Reporting are requested to follow up on the recommendations in my first report on the situation of children in Chad (S/2007/400) and the subsequent conclusions and recommendations of the Security Council Working Group on Children and Armed Conflict (S/AC.51/2007/16), and to report on progress.

54. Further attention on the amendment of Republic Act No. 7610 should be given as highlighted in my first report on children and armed conflict in the Philippines (S/2008/272), to ensure that children associated with armed groups and forces are not prosecuted and are treated in accordance with the memorandum of agreement on the treatment and handling of children involved in armed conflict.

77. As I pointed out in paragraph 168 of my first report on the prevention of armed conflict (A/55/985-S/2001/574 and Corr.1), Governments that live up to their sovereign responsibility to peacefully resolve situations that might otherwise deteriorate into threats to international peace and security, provide the best protection for their citizens against unwelcome outside interference.
77 - وكما سبق لي أن أشرت في الفقرة 168 من تقريري الأول بشأن منع نشوب الصراعات المسلحة (A/55/985-S/2001/574)، فإنه يتعين على الحكومات التي تفي بمسؤوليتها السيادية المتمثلة في الحل السلمي لحالة قد تتدهور لتتحول إلى تهديد للسلم والأمن الدوليين، أن توفر أفضل حماية لمواطنيها ضد التدخل الخارجي غير المقبول.

39. The recommendations included in my first report on the situation of children and armed conflict in Burundi (S/2006/851 and Corr.1), as well as the subsequent conclusions and recommendations of the Security Council Working Group on children and armed conflict (S/2007/92) highlighted a number of priority issues to address in order to improve the protection of the rights of children affected by armed conflict in Burundi.
