There are three major institutions, organizations or projects that represent the basis for the provision of financial and technical support to non-Annex I Parties for the preparation of their national communications.

Pursuant to Article 12, paragraph 7, the Conference of the Parties (COP) adopted a number of decisions to address the availability and distribution of and access to financial and technical assistance, as well as guidance to non-Annex I Parties for the preparation of national communications (see box 1).

3. In response to that request, the CGE, in developing its work programme for 2013 at its first meeting of the year, held in Bonn, Germany, on 25 and 26 February 2013, agreed to focus on providing technical assistance to non-Annex I Parties for the preparation of their first BURs.
