President Nelson Mandela officially opened the Conference, and keynote addresses were delivered by Mary Robinson, High Commissioner for Human Rights, Mr. Justice Youssoupha Ndiaye, Chairman of the African Commission on Human and Peoples’ Rights, and Dr. Solomon Nfor Gwei, Convenor of the Coordinating Committee of African National Institutions.

The Conference also urged the African Commission on Human and Peoples’ Rights to adopt, at its next session, an appropriate resolution on the effective participation of African National Institutions in the work of the Commission.

The Second Conference of African National Institutions was held in Durban, South Africa, from 30 June to 3 July 1998, hosted by the South African Human Rights Commission and convened by the Office of the High Commissioner for Human Rights and the Coordinating Committee of African National Institutions.

A number of regional activities, including the second Conference of African National Institutions for the Promotion and Protection of Human Rights, held in Durban, South Africa (1-3 July 1998) have been organized in the subregion with the assistance of OHCHR.

46. The Lomé Declaration, adopted at the third Conference of African National Institutions for the Promotion and Protection of Human Rights (14-16 March 2001), offers a good example of efforts under way to mainstream HIV/AIDS into the mandates and work of national human rights institutions.

The overall objective of the Conference is to strengthen the capacity of African National Institutions to engage effectively for the protection of refugees, internally displaced persons and stateless persons, thereby helping to reinforce national human rights protection systems.
والهدف العام للمؤتمر هو تعزيز قدرة المؤسسات الوطنية الأفريقية على المشاركة بشكل فعّال في حماية اللاجئين والمشردين في الداخل، والأشخاص عديمي الجنسية، مما يساعد في تعزيز النظم الوطنية لحماية حقوق الإنسان.

78. On 25 and 26 October 2008, OHCHR, in collaboration with the Representative of the Secretary-General on the human rights of internally displaced persons and the Brookings-Bern Project on Internal Displacement, organized a seminar in Nairobi on the role of African National Institutions in protecting the human rights of internally displaced persons.
