The decision to charge the rent was based on General Assembly resolution 41/213 of 19 December 1986, in which the Assembly approved the report of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations.

Nevertheless, mindful of recommendation 34 of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, the Publications Board has sought to establish a pricing policy that will maximize the revenue from the sale of publications to the extent consistent with ensuring their wide dissemination.

5. A number of High-level Intergovernmental events also took place in 2008. These included a special session of the Human Rights Council on 22 May, the first session to be dedicated to a thematic (namely, non-country-specific) issue, and the first session on a social right.
