Draft resolution A/53/L.16 sticks to the declaration regarding the reform of the Security Council issued by the Heads of State or Government of Non-Aligned Countries at the summit held in Durban from 29 August to 3 September 1998, reaffirming that any resolution with Charter amendment implications must be adopted by the two-thirds majority of the United Nations membership referred to in Article 108 of the Charter.
