C. International 17. Delegates from 39 countries, including representatives of non-governmental youth organizations constituting the youth caucus, met in Maldives for the First Meeting of Commonwealth Ministers Responsible for Youth from 10 to 12 May 1992.

Both the Conference and the Forum were derived from the World Programme of Action for Youth (paras. 123 and 125 respectively), and both served to mobilize the basic constituencies or stakeholders of this Programme of Action: government ministers responsible for youth and leaders of non-governmental youth organizations.

Urges, in recognition of the importance of the equitable geographical participation of non-governmental youth organizations in the event, relevant United Nations bodies to assist non-governmental organizations that do not have the resources, in particular those from countries with economies in transition and from developing countries, including the least developed among them, to participate in the meetings;
