١٩ - كان الدافع وراء المبادرة الرامية الى إنشاء منطقة سلم في المحيط الهندي هو المخاوف التي انتابت بلدان عدم الانحياز المشمولة بالمنطقة الاقليمية من أن تمتد الى منطقة المحيط الهندي الاقليمية آثار المواجهة العالمية التي كانت قائمة خلال الحرب الباردة بين الدولتين العظميين.

The work of the Ad Hoc Committee on the Indian Ocean during the past years has revealed that efforts to establish a zone of peace in the Indian Ocean have encountered many difficulties and that the positions of States regarding the convening of a conference on the Indian Ocean have remained basically unchanged.
٢٠ - وتبين من اﻷعمال التي اضطلعت بها اللجنة المخصصة للمحيط الهندي خلال السنوات الماضية أن الجهود الرامية الى إنشاء منطقة سلم في المحيط الهندي تصادف صعوبات كثيرة وأن مواقف الدول إزاء عقد مؤتمر بشأن المحيط الهندي ظلت كما هي عليه دون تغيير أساسا.

23. He proposed the convening of an international conference on the Indian Ocean. Its successful outcome would depend on the participation of the permanent members of the Security Council and other major maritime users of the Indian Ocean in the deliberations of the Ad Hoc Committee, and on their commitment to the goal of creating a zone of peace in the Indian Ocean.
٢٣ - وقال في ختام كلمته إن اندونيسيا تقترح أن يعقد مؤتمر دولي بشأن المحيط الهندي يتوقف نجاحه على مشاركة أعضاء مجلس اﻷمن الدائمين والمستعملين البحريين الرئيسيين للمحيط الهندي في مداولات اللجنة المخصصة وعزمهم على بلوغ هدف إقامة منطقة سلم في المحيط الهندي.

The effectiveness of zones of peace depended to a very great degree on the commitment of States outside the region to respect the status of such zones; he shared the view expressed by the representative of India that there could be no meaningful discussion of a zone of peace in the Indian Ocean without the active participation of the permanent members of the Security Council and other major maritime users.
