V. ACTIVITIES of private companies offering MILITARY ASSISTANCE, CONSULTANCY AND

The Special Rapporteur once again underlines the importance of being able to rely on help from NGOs in carrying out his mandate, particularly at a time when the activity and growth of private companies offering security services and military assistance and making use of mercenaries, are a threat to traditional human rights protection systems around the world.

III. THE IMPACT OF THE ACTIVITIES of private companies offering MILITARY ASSISTANCE, CONSULTANCY AND SECURITY SERVICES ON THE INTERNATIONAL MARKET 46 - 52 12
ثالثاً- الأثر المترتب على أنشطة الشركات الخاصة التي تقدم المساعدة العسكرية والمشورة والخدمات الأمنية في السوق الدولية 46-52 13

(b) To make proposals on possible means of regulation and international supervision of the activities of private companies offering military assistance, consultancy and security services on the international market;
(ب) وضع مقترحات بشأن السبل الممكنة لتنظيم أنشطة الشركات الخاصة التي تقدم المساعدة العسكرية والمشورة وخدمات الأمن في السوق الدولية والإشراف الدولي على هذه الأنشطة؛

(b) To make proposals on possible means of regulation and international supervision of the activities of private companies offering military assistance, consultancy and security services on the international market; and

Pursuant to its mandate, the Working Group has continued, inter alia, to monitor mercenaries and mercenary-related activities in all their forms and manifestations, as well as to study the effects of the activities of private companies offering military assistance, consultancy and security services on the international market on the enjoyment of human rights.

16. The Working Group discussed general guidelines, norms and basic principles for the regulation and oversight of the activities of private companies offering military assistance, consultancy and security services on the international market with representatives of the Governments of the region, with a view to encouraging the further protection of human rights.
16 - وناقش الفريق العامل مع ممثلي حكومات دول المنطقة المبادئ التوجيهية العامة، والمعايير والمبادئ الأساسية لتنظيم ومراقبة أنشطة الشركات الخاصة التي تقدم مساعدة عسكرية وخدمات استشارية وأمنية في السوق الدولية، وذلك للتشجيع على تعزيز حماية حقوق الإنسان.

5. Also requests all States to exercise the utmost vigilance in banning the use of private companies offering international military consultancy and security services when intervening in armed conflicts or actions to destabilize constitutional regimes;
5- يطلب أيضاً إلى جميع الدول أن تتوخى أقصى درجات اليقظة في حظر استخدام الشركات الخاصة التي تقدم الخدمات الاستشارية والأمنية العسكرية على الصعيد الدولي عندما تتدخل هذه الشركات في النزاعات المسلحة أو الأعمال الرامية إلى زعزعة استقرار الأنظمة الدستورية؛

(e) To monitor and study the effects of the activities of private companies offering military assistance, consultancy and security services on the international market on the enjoyment of human rights, particularly the right of peoples to self-determination, and to prepare draft international basic principles that encourage respect for human rights on the part of those companies in their activities.
(هـ) رصد ودراسة ما يترتب على أنشطة الشركات الخاصة التي تقدم مساعدة عسكرية وخدمات استشارية وأمنية في السوق الدولية من آثار على التمتع بحقوق الإنسان، ولا سيما حق الشعوب في تقرير المصير، وإعداد مشروع مبادئ أساسية دولية تشجع على احترام حقوق الإنسان من قبل تلك الشركات في ما تمارسه من أنشطة.
