1. The appeals procedures shall enter into force on 15 July 1999, the date of publication of the first part of the provisional list of persons eligible to vote in the referendum under articles 4 and 5 of the appeals procedures.

31. Hearings on the substance of appeals on the grounds referred to in article 9.2 of the appeals procedures shall be held in the presence of the applicant, the person whose inclusion in the provisional list is challenged, the two sheikhs designated for the tribal group concerned and one observer each from each of the parties and from OAU.
٣١ - وتعقد الجلسات بشأن موضوع الطعون التي تستند إلى اﻷسباب المذكورة في المادة ٩-٢ من إجراءات الطعن بحضور مقدم طلب الطعن، والشخص الذي طُعن في إدراج اسمه في القائمة المؤقتة، والشيخين المعينين للمجموعة القبلية المعنية، والمراقب عن الطرفين والمراقب عن منظمة الوحدة اﻷفريقية.
