Noting that the draft bill demonstrates the will of the Government of Rwanda to establish an independent mechanism not only capable of examining the human rights situation but also of taking appropriate action, the “Comments” observe that most of the key elements relating to the establishment and functioning of a National Human Rights Commission are contained in the draft bill.
٥٣- وإذ تلاحظ " التعليقات " أن مشروع القانون يثبت عزم حكومة رواندا على إقامة آلية مستقلة ليست قادرة فحسب على بحث حالة حقوق اﻹنسان بل كذلك على اتخاذ الاجراءات المناسبة فإنها تذكر أن معظم العناصر الرئسية المتعلقة بإقامة لجنة وطنية لحقوق اﻹنسان واردة في مشروع القانون.
