89. The Haitian authorities are thus systematically violating article 20 of the Universal Declaration of Human Rights; article 21 of the International Covenant on Civil and Political Rights; articles 15 and 16 of the American Convention on Human Rights; and article 3 of the Haitian Constitution.

٦٠ - وتعتبر أعمال العنف هذه التي ترتكبها القوات المسلحة ورجال الشرطة وأعوانهم المدنيون انتهاكات للمادة ٣ من الاعلان العالمي لحقوق اﻹنسان والفقرة ١ من المادة ٤ من العهد الدولي للحقوق المدنية والسياسية والمادة ٤ من الاتفاقية الامريكية لحقوق الانسان والمادة ١٩ من الدستور الهايتي.

75. These arbitrary detentions constitute violations of article 9 of the Universal Declaration of Human Rights, article 9 of the International Covenant on Civil and Political Rights, article 17 of the American Convention on Human Rights and article 24 of the Haitian Constitution, which established that the State guarantees the freedom of the individual.
٧٥ - وتشكل هذه الاعتقالات التعسفية انتهاكا للمادة ٩ من الاعلان العالمي لحقوق الانسان والمادة ٩ من العهد الدولي للحقوق المدنية والسياسية، والمادة ١٧ من الاتفاقية اﻷمريكية لحقوق اﻹنسان؛ والمادة ٢٤ من الدستور الهايتي التي تنص على ضمان الدولة لحرية الفرد.

31. According to article 28.1 of the Haitian Constitution, " journalists shall freely exercise their profession within the framework of the law " and " such exercise may not be subject to any authorization or censorship " , to which the words " de jure or de facto " should be added.
