Furthermore, the court's reference to terrorist operations of certain separatist groups based in Iraq as " the struggle of the Kurds to attain autonomy " not only indicates its total bias, but also illustrates that it has arrogantly ventured in its proceedings into areas completely outside its competence, committing a grave breach of the principle of non-interference.

With regard to the section devoted by the Special Rapporteur to the situation of the Kurds in Iraq and the exaggerated allegations regarding gross violations of their human rights made in paragraph 98 of his report, the Government of Iraq wishes to state, before replying in detail to these allegations, that the Kurdish problem is basically a political rather than an ethnic one.
٧٧ - أما بشأن الفصل الذي أفرده المقرر الخاص عن وضع اﻷكراد في العراق وما تضمنه من ادعاءات مبالغ بها بشأن تعرضهم لانتهاكات جسيمة في مجال حقوق اﻹنسان والواردة في )الفقرة ٩٨( من تقريره. فتود حكومة العراق أن توضح قبل الدخول في تفاصيل الرد على هذه المزاعم بأن المشكلة الكردية هي في اﻷساس مشكلة سياسية وليست عرقية.

At the same time, on the domestic front, Turkey is not prepared even to discuss a multi-ethnic and multicultural concept, hence flagrantly and on a large-scale basis violating the human, national and political rights of the Kurds, waging a real internal war against them.
