The President of the Tribunal, in introducing the document, drew attention to the report of the Secretary-General on conditions of service and compensation for officials other than the Secretariat officials (A/C.5/59/2), in which it was noted that the United States dollar had lost, on average, 26.8 per cent against the euro since January 2002.

The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary-General on conditions of service and compensation for officials, other than Secretariat officials, serving the General Assembly: full-time members of the International Civil Service Commission and the Chairman of the Advisory Committee on Administrative and Budgetary Questions (A/63/354).

In its report on conditions of service and compensation for officials other than Secretariat officials, the Advisory Committee on Administrative and Budgetary Questions observed that " the proposal of the Secretary-General, which uses the current net remuneration as the base salary, unduly inflates the remuneration calculated under a post adjustment system " (A/61/612, para. 8).
