If one of the States concerned refuses to negotiate, or negotiations between the States concerned are abortive, the State concerned the internal law of which is consistent with the present draft articles is deemed to have fully complied with its international obligations relating to nationality in the event of a succession of States, subject to any treaty providing otherwise.
