The Protocol established the possibility of inquiries in the case of grave or systematic violations by a State party of any of the economic, social and cultural rights set forth in the Covenant.
وأوجد البروتوكول إمكانية التقصي في حالة وقوع انتهاكات جسيمة أو منهجية من الدولة الطرف لأي حق من الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

1. Communications may be submitted by or on behalf of an individual or group of individuals, within the jurisdiction of a State party, claiming to be victims of a violation by that State party of any of the rights set forth in:

وإن غاية البروتوكول وغرضه هما الاعتراف باختصاص اللجنة في أن تتلقى وتبحث البلاغات التي ترد من الأفراد الذين يزعمون أنهم ضحايا لانتهاك ارتكبته دولة من الدول الأطراف لأي حق من الحقوق المنصوص عليها في العهد والدول تقبل الحقوق الأساسية للأفراد على أساس العهد وليس على أساس البروتوكول الاختياري الأول.

In accordance with the present rules, the Secretary-General shall bring to the attention of the Committee reliable information that is received for the Committee's consideration indicating grave or systematic violations by a State party of any of the economic, social and cultural rights set forth in the Covenant.
وفقاً لهذا النظام الداخلي، يبلغ الأمين العام اللجنة بالمعلومات الموثوقة التي ترد لتنظر فيها اللجنة والتي تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف لأي من الحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد.

It recalls that, by adhering to the Optional Protocol, it recognizes the Committee's competence under article 1 thereof to receive and consider communications from individuals subject to its jurisdiction who claim to be the victims of violations by the State party of any of the rights set forth in the Covenant.
وتشير إلى أنها بانضمامها إلى البروتوكول الاختياري تعترف باختصاص اللجنة، بموجب المادة 1 منه، بتلقّي بلاغات من أفراد خاضعين لولاية الدولة الطرف القضائية يدّعون أنهم ضحايا انتهاك من جانب الدولة الطرف لأي من الحقوق الواردة في العهد، وبالنظر في تلك البلاغات.

(b) That the individual claims, in a manner sufficiently substantiated, to be a victim of a violation by that State party of any of the rights set forth in the Covenant.
(ب) أن الفرد يدعي، بطريقة مدعمة بحجج كافية، أنه ضحية انتهاك من جانب تلك الدولة الطرف لأي حق من الحقوق المبينة في العهد.

It recalled that by adhering to the Optional Protocol it recognizes the Committee's competence under article 1 thereof to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of violation by the State party of any of the rights set forth in the Covenant.

2. If the Committee receives reliable information indicating grave or systematic violations by a State party of any of the economic, social and cultural rights set forth in the Covenant, the Committee shall invite that State Party to cooperate in the examination of the information and to this end to submit observations with regard to the information concerned.
2- إذا تلقت اللجنة معلومات موثوقة تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف لأي من الحقوق الاقتصادية أو الاجتماعية أو الثقافية المنصوص عليها في العهد، تدعو اللجنة تلك الدولة الطرف إلى التعاون في فحص المعلومات وإلى تقديم ملاحظاتها بشأن هذه المعلومات.
