41 - ويمثل حق تقرير المصير للشعوب الخاضعة للاحتلال الأجنبي شرطاً أساسياً لنظام دولي يقوم على احترام حقوق الإنسان.

The convention must distinguish clearly between acts of terrorism and the legitimate struggle of peoples under foreign occupation for self-determination.
ودعا إلى التمييز بوضوح في الاتفاقية بين أعمال الإرهاب والكفاح المشروع للشعوب الخاضعة للاحتلال الأجنبي من أجل تقرير مصيرها.

In that respect, Algeria believed that the right of peoples under foreign occupation to self-determination was a prerequisite to an international order founded on respect for human rights.

They stressed the sanctity of this right and urged that in this era of enlarged freedom and democracy, peoples under foreign occupation should be allowed to freely determine their destiny.
