Partial and half-hearted arms control measures, such as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) or the Comprehensive Nuclear-Test-Ban Treaty (CTBT), defeat this objective by legitimizing the possession of nuclear weapons and permitting the non-explosive testing of nuclear weapons by nuclear-weapon countries.
أما التدابير الجزئية والمتراخية لتحديد اﻷسلحة، مثل معاهدة عدم انتشار اﻷسلحة النووية، أو معاهدة الحظر الشامل للتجارب النووية، فهي تحبط هذا الهدف بإضفاء الشرعية على حيازة اﻷسلحة النووية وبالسماح بإجراء التجارب غير الانفجارية لﻷسلحة النووية من جانب البلدان الحائزة لﻷسلحة النووية.

In this connection I should like to recall that during the Moscow summit it was agreed that Russia and the United States would jointly consider appropriate ways of strengthening security assurances for States that have renounced the possession of nuclear weapons and strictly abide by their obligations in that regard.

6. Israel, the only State in the Middle East that has neither acceded to nor announced its intention to accede to the Treaty, should renounce the possession of nuclear weapons and place all its nuclear facilities under the IAEA safeguards system, as an immediate and unconditional response to the justified calls of the international community.
6 - أما إسرائيل وهي البلد الوحيد في المنطقة الذي لم يصبح بعد طرفاً في معاهدة عدم الانتشار ولا أعرب عن اعتزامه الانضمام إليها، فيجب أن تتخلى عن حيازة الأسلحة النووية وأن تُخضِع جميع منشآتها النووية لنظام ضمانات الوكالة الدولية للطاقة الذرية مستجيبةً بذلك دونما إبطاء ولا شروط لمطالب المجتمع الدولي العادلة.

Certain delegations stressed that the conclusion of arrangements containing security assurances should not be construed as legitimizing the indefinite possession of nuclear weapons, and the only effective and credible guarantee against the use or threat of use of nuclear weapons was the total elimination of these weapons and therefore of the threat posed by their existence.
وشددت وفود معينة على أن عقد ترتيبات تحتوي على ضمانات أمن ينبغي ألا يُؤَوﱠل على أنه يضفي الشرعية على امتلاك اﻷسلحة النووية إلى ما لا نهاية، وأن الضمانة الوحيدة الفعالة الجديرة بالثقة ضد استعمال اﻷسلحة النووية أو التهديد باستعمالها هي اﻹزالة التامة لهذه اﻷسلحة ومن ثم التهديد الذي يمثله وجودها.
