Mr. Abubakar (Nigeria) said that the people of the world, and especially those of the developing countries, were eager to know what the United Nations was doing and could do to improve their situation, especially in the alleviation of poverty, giving them a sense of belonging and, eventually, full participation in the programmes and activities of the United Nations.

37. A large number of delegations expressed the view that budgeting programmes and activities of the United Nations under a specific and predetermined ceiling was not an end in itself; mandates of the General Assembly and the relevant intergovernmental bodies should not be altered to reach a certain budget level at the expense of programmes and activities since programmes preceded the budget.
٣٧ - وأعرب عدد كبير من الوفود عن اعتقاده بأن ميزنة برامج اﻷمم المتحدة وأنشطتها في إطار حد أقصى معين سبق تحديده ليست غاية في حد ذاتها؛ وأن ولايات الجمعية العامة والهيئات الحكومية الدولية ذات الصلة لا ينبغي تغييرها لتحقيق مستوى ميزانوي معين على حساب البرامج واﻷنشطة، وذلك ﻷن للبرامج أسبقية على الميزانية.

47. His delegation supported all efforts to mainstream the gender perspective in the programmes and activities of the United Nations and looked forward to greater efficiency and synergy among the relevant organizations.
